What Forum of UHC can  do for the initiative of  HSR !!

 

Research and Analysis:

  • Conduct a comprehensive analysis of the current state of the health sector in Bangladesh, including strengths, weaknesses, opportunities, and threats.
  • Identify key barriers and challenges to achieving universal health coverage (UHC), with a focus on the absence of social health insurance and weak regulatory frameworks.
  • Gather evidence from international best practices and experiences to demonstrate the potential benefits of social health insurance in improving access to healthcare and financial protection.

Stakeholder Engagement:

  • Engage with a wide range of stakeholders, including government officials, policymakers, legislators, healthcare providers, insurers, civil society organizations, and community leaders.
  • Organize stakeholder consultations, roundtable discussions, and advocacy forums to raise awareness about the importance of health sector reform and social health insurance for achieving UHC.
  • Build coalitions and partnerships with like-minded organizations and advocacy groups to amplify your advocacy efforts and strengthen your collective voice.

Policy Development:

  • Develop policy proposals and recommendations for the introduction of social health insurance and the establishment of a robust regulatory framework to support health sector reform.
  • Outline the key components of the proposed social health insurance scheme, including coverage, financing mechanisms, governance structure, benefit packages, and regulatory oversight.
  • Ensure that policy proposals are evidence-based, feasible, and aligned with the priorities and objectives of Bangladesh’s health sector reform agenda.

Advocacy Campaign:

  • Design and implement a targeted advocacy campaign to advocate for policy changes and legislative reforms to support the introduction of social health insurance.
  • Utilize various advocacy tactics and communication strategies, such as policy briefs, position papers, fact sheets, infographics, op-eds, social media campaigns, and public events, to disseminate key messages and mobilize public support.
  • Engage with the media to raise awareness about the importance of health sector reform and social health insurance as a means to achieve UHC and improve health outcomes for all citizens.

Engage with Decision-Makers:

  • Meet with policymakers, legislators, and government officials at all levels to present your policy proposals, advocate for their adoption, and seek their commitment to prioritize health sector reform.
  • Provide technical assistance, policy briefings, and capacity-building support to decision-makers to enhance their understanding of the issues and solutions related to social health insurance and regulatory reform.
  • Advocate for the inclusion of health sector reform and social health insurance on the policy agenda and in national development plans, budgets, and strategies.

Monitoring and Evaluation:

  • Monitor progress and outcomes of your advocacy efforts, including changes in policy discourse, policy decisions, and legislative actions related to health sector reform and social health insurance.
  • Evaluate the impact of your advocacy campaign in terms of raising awareness, mobilizing support, influencing policy decisions, and advancing the goal of achieving UHC in Bangladesh.
  • Use monitoring and evaluation findings to adjust your advocacy strategies, tactics, and messaging as needed to maximize your impact and effectiveness over time.
