Bangladesh Road to Universal Health Coverage 2026 Dialogue Series Launched with Review of Draft PHC Legislation
Dhaka, January 21, 2026 — The Universal Health Coverage (UHC) Forum and the Power and Participation Research Centre (PPRC), with support from UNICEF, successfully concluded the inaugural dialogue of the “Bangladesh Road to Universal Health Coverage – New Dialogue Series 2026” today at the CIRDAP Auditorium, Dhaka.
The high-level policy dialogue, titled “Review of Draft Primary Healthcare (PHC) Legislation,” convened more than 50 key stakeholders, including senior policymakers, public health experts, civil society leaders, researchers, and development partners, to undertake a critical review of the proposed Primary Healthcare (PHC) Ordinance.
The session provided a structured platform for in-depth discussion on the legal, institutional, and governance dimensions of primary healthcare reform in Bangladesh. Participants examined the draft legislation through the lens of Universal Health Coverage (UHC), with a focus on strengthening equity, accountability, service delivery, and financial protection within the national health system.
Discussions emphasized the importance of a robust PHC legal framework as a foundation for achieving UHC by 2032, highlighting the need for clear roles and responsibilities, effective decentralization, sustainable financing mechanisms, and community participation. Stakeholders also underscored the value of evidence-based policymaking and cross-sector collaboration in translating legislative reforms into improved health outcomes.
The dialogue marked a significant step in advancing health system strengthening efforts in Bangladesh, reinforcing the collective commitment of government, civil society, and development partners to building an inclusive, resilient, and people-centred primary healthcare system.
